Why FSSAI matters
Any business that handles food in India — manufacturing, processing, storing, distributing or selling — must be registered or licensed under the Food Safety and Standards Authority of India (FSSAI). It is not optional, and operating without it can attract penalties.
The confusion most owners face is not whether they need FSSAI, but which type they need.
The three FSSAI categories
FSSAI compliance comes in three broad levels based on the size and nature of the business:
- Basic Registration — for the smallest food businesses, such as small retailers, home-based sellers and petty vendors
- State Licence — for medium-sized businesses like mid-scale manufacturers, larger restaurants and distributors operating within a state
- Central Licence — for large operations, importers, exporters, e-commerce food businesses and units operating across multiple states
The right category depends mainly on your turnover, production capacity and how you operate. Choosing wrongly can lead to rejected applications or compliance problems later.
How to know which one applies
As a simple rule of thumb, very small and local businesses usually fall under Basic registration, mid-sized businesses under a State licence, and large or multi-state operations under a Central licence. Importers and exporters of food almost always need a Central licence.
Because the thresholds and rules are specific, it is worth getting an assessment rather than guessing.
Documents commonly required
- Identity and address proof of the proprietor or partners
- Passport-size photograph
- Business address proof
- List of food products or categories
- Layout plan for manufacturing units
- Water test report where applicable
Renewals and ongoing compliance
An FSSAI registration or licence is issued for one to five years and must be renewed before it expires. Beyond the licence itself, food businesses must follow labelling rules, maintain hygiene standards and stay ready for inspections. Treating FSSAI as a one-time task is a common and costly mistake.
